Though little is known about E. Binam, he was clearly an accomplished and sensitive painter. The use of composition, color and light show a painter with expert skills It's quite possible that E. Binam was a pseudonym used by a painter of greater renown.  Such habits are not uncommon considering the number of painters who autographed their works of art with various names and signatures. 
 
The frame also shows some age. Though difficult to tell if it's the original frame, the frame nevertheless is in good condition and sets off the painting very well.
